When I got the bike the lever was so low I couldn't get my boot under the shifter to up shift.

You can adjust the length of the rod or rotate the upper shift lever on the shaft.
Adjusting the rod length
In order to engage the rear brake I had to push way down on the pedal. I'm raising the pedal up.
You do this by adjusting the height of this bolt.
Undo the jamb nut to free the pedal height adjuster.
Adjust the bolt to raise or lower the pedal height.
There's a 6 position dial on the brake lever. The higher the number the closer the lever is to the rider.
